European works and television programmes by independent producers

A television broadcaster has to reserve a certain share of its transmission time for programmes that are of European origin or produced by independent producers. The required share is defined by law. FICORA supervises that television companies comply with the obligation and broadcast the required amount of European works and independent productions.

European works

Television broadcasters must reserve the majority of their annual transmission time for European works.

Annual transmission time does not include time reserved for:

  • news
  • sports events
  • game shows
  • advertising
  • teletext services
  • teleshopping broadcasting.

Programmes by independent producers

Television broadcasters must reserve 19% of their annual transmission time or programming budget for programmes produced by independent producers. Annual transmission time does not include time reserved for:

  • news
  • sports events
  • game shows
  • advertising
  • teletext services
  • teleshopping broadcasting.

Half of the programmes included in the share of independent productions have to have been produced within the past five years.

The definition of an independent producer is included in section 210(2) 0f the Information Society Code (in Finnish).

Statistics on the shares of European works and independent productions

FICORA supervises that television companies comply with their obligations and broadcast the required amount of European works and independent productions, in accordance with the legislation.

Each year, FICORA collects data on the shares of European works and independent productions from television companies established in Finland.
