Obligation to provide audio subtitles and subtitles for TV programmes

In the public service programmes of the Finnish Broadcasting Company and in the so-called public interest programmes affirmed by the decision of the Ministry of Transport and Communications, the share of programmes provided with an audio-subtitling and subtitling service must be sufficient. FICORA supervises that the broadcasters comply with their obligation.

An audio-subtitling and subtitling service has to be provided for a certain share of each channel's programmes. Increasing quotas are laid down by a Government Decree and they are counted as shares of the annual volume of programme hours on the channel. One third of the imposed percentage shares of the programme hours can be transmitted in a television broadcaster's on-demand service.


Subtitling services for television programmes

Providing subtitles in Finnish or Swedish is important so that the hearing-impaired can watch programmes. A subtitling service must be provided in the original language of the programme, i.e. in Finnish in Finnish programmes and in Swedish in Swedish programmes.

When counting the share of programmes provided with a subtitling service, programme hours include all programmes in Finnish and Swedish apart from musical performances and sports and children's programmes.

Audio-subtitling services for television programmes

In an audio-subtitling service, the subtitles displayed on the screen are produced as synthetic speech. An audio-subtitling service helps the visually impaired and print disabled watch television when programmes are subtitled.

When counting the share of programmes provided with an audio-subtitling service, programme hours include all the programmes that are not in Finnish or Swedish apart from musical performances and sports and children's programmes.


Supervision

FICORA supervises that the telecommunications operators implement audio-subtitling and subtitling services in accordance with legislation and the decree.

Subtitling services' share of the programme hours in 2016 has to be 100 per cent in Yle's programmes and 50 per cent with regard to other channels. Audio-subtitling services has to be provided in all of Yle's programmes and in 50 per cent of other channels' programmes.
