FICORA designates through its decisions universal service providers. The decisions are amended, as necessary, if significant changes occur in the availability of services or in the universal service provider's prerequisites to provide services. Changes in conditions can lead to new designations of universal service providers or to mitigated regulation.

Posti Oy provides FICORA each year with information needed for the supervision of postal services and every six months information on its service points. Based on the information, FICORA assesses whether Posti Oy meets the requirements laid down in the Postal Act and the provisions issued under it.
FICORA also resolves complaints regarding compliance with postal legislation.

According to the Postal Act, Posti Oy must price postal services that fall within the scope of universal service so that the prices are affordable. The prices must be cost-oriented and encourage the efficient provision of universal services.
