Regulation 38 on the technical characteristics of metallic local loops and network equipment connected to them

The regulation concerns local loops consisting of metallic, symmetric cable pairs and communications network equipmentconnected to them.

In the provision of a broadband subscription or fixed telephone subscription, the customer's technical access network is, despite the growth of fibre and wireless connections, still mostly a metallic local loop. The purpose of the regulation is to ensure that services provided via metallic connection (particularly ADSL and VDSL subscriptions) are effective and disturbance-free, and increase performance and ensure distribution.
