UHF networks have free capacity as follows:
A = 21 Mbit/s (DVB-T)
B = 33.5 Mbit/s (DVB-T2)
C = 22.1 Mbit/s (DVB-T)/33.5 Mbit/s (DVB-T2)
B = 33.5 Mbit/s (DVB-T2)
E = 21 Mbit/s (DVB-T)
F = 42.5 Mbit/s (DVB-T2)
Regional multiplex of Ostrobothnia = 22 Mbit/s (DVB-T/T2)
Insofar as the transmission capacity of multiplexes A and B is not needed for the operations of the Finnish Broadcasting Company Ltd (Yleisradio Oy), their free capacity is primarily assigned for public interest television operations as referred to in section 26 of the Information Society Code. If the free capacity in the A and B multiplexes exceeds the capacity granted for licences for public interest television operations, it is possible to secondarily grant licences for purposes other than public interest television operations in the multiplexes in question.
VHF networks have free capacity as follows:
VHF A = 37.4 Mbit/s (DVB-T2)
VHF B = 37.4 Mbit/s (DVB-T2)
VHF C = 37.4 Mbit/s C (DVB-T2)

13.60 Mbit/s from the DVB-T multiplex in the UHF range
24 Mbit/s from the DVB-T2 multiplex in the UHF range
24 Mbit/s from the DVB-T multiplex in the VHF range
The applicant's application must arrive at FICORA by Monday 21 March 2016 at 4:15 p.m. The application may be submitted electronically, by email, by regular post to the registry of FICORA, by fax or delivered to the registry during office hours.
The programming licences will be valid from 10 January 2017 to 10 January 2027, unless the applicant specifically indicates a shorter period of validity.
Licence applications are primarily wished to be submitted through an electronic application form.
The electronic form makes up a public version of the licence application as referred to in section 23 of the Information Society Code, which FICORA may publish on its website. Accordingly, if the application contains information that shall be kept secret pursuant to the Act on the Openness of Government Activities, this information shall be included in the form as a separate attachment file.

Otherwise than when using an electronic form, it is simplest to apply by usingthe programming licence application form [docx, 29 KB]
The form is in Word format, so after completing it, it must either be attached as an attachment file to an email or printed and sent to FICORA by regular post or fax.
However, it is also possible to prepare the application in free form. In such cases, it must include the information that corresponds to the content of the application form.
If sufficient transmission capacity cannot be assigned to all applicants, or if granting a programming licence could have a significant effect on the general development of the communications market, the Government will grant the licence as enacted in sections 25 and 26 of the Information Society Code.
