Radio examinations and certificates in boating

The radio operator of a vessel must hold the certificate required for the radio station used. FICORA issues certificates to applicants who have successfully passed their examinations. There are two kinds of certificates.

Short Range Certificate (SRC)

The use of maritime VHF frequencies requires a Short Range Certificate (SRC).

NB! Before the introduction of SRCs, radio operators were granted Restricted Radiotelephone Operator's Certificates (VHF only). The certificates are still valid and also entitle the holder to use maritime VHF frequencies. The certificates have not been granted since the end of 1998. However, a missing or damaged certificate may be replaced with a new corresponding one.

SRC examination

The examination focuses on the procedures used in distress, urgency and safety communications and the use of maritime VHF channels.

The examination takes three to four hours and consists of three parts:

  1. overview of key issues (short general discussion and questions allowed)
  2. written exam (max. 1 hour 15 minutes)
  3. presentation of correct answers (approx. 10 minutes).

For the examination you will need:

  • a ballpoint pen and a pencil
  • a passport-size photograph or a similar printed digital photograph (less than one year old, without any previous markings or stamps)
  • an identification document including a photograph and your personal identity code.

Learning material

The examination covers the FICORA publication Rannikkolaivurin radioliikenneopas [pdf, 1 MB] (Handbook of VHF radio communication for coastal navigators). You can order a printed copy of the handbook in Finnish or Swedish from FICORA by calling (tel. +358 9 6966 230, Mon-Fri from 9 am to 3 pm) or by sending an e-mail to radiotaajuudet(at)ficora.fi.

When taking the exam, you can only use the supplementary material provided by the examiner. The material comprises the appendices 1, 2 and 4 of the handbook. The supplementary material also includes maps of the distress and safety radio networks including channels.

NB! Please read the handbook carefully to avoid wasting exam time in going through the material.

NB! A fee will be charged for the printed copy of the handbook (€15 / book, no postage and packing charges collected). When ordering the handbook, please provide the following information:

  • number of copies and language (Finnish or Swedish)
  • your name
  • postal address
  • personal identity code (applies to private persons)
  • business ID (applies to companies)
  • association's registration number (applies to associations)
  • telephone number
  • e-mail address.

The following fees apply to the SRC examination and certificate:

  • examination fee €45.40 per examination session attended
  • certificate fee €43.75.

Long Range Certificate (LRC)

The use of maritime MF or HF frequencies requires a Long Range Certificate (LRC).

NB! Before the introduction of LRCs, radio operators were granted Restricted Radiotelephone Operator's Certificates (so-called SSB certificates). The certificates are still valid and also entitle the holder to use MF/HF and VHF frequencies. The old certificates are no longer granted, but a missing or damaged certificate may be replaced with a new corresponding one.

LRC examination

The examination focuses on the procedures used in distress, urgency and safety communications, the use of MF/HF frequencies and communication with foreign coastal radio stations.

To take the LRC examination, please contact the examiner in advance.

The following fees apply to the LRC examination and certificate:

  • examination fee EUR €67.30 / examination session attended
  • certificate fee €43.75€.
