The right of the hearing and speech impaired to text message services

Persons with hearing and speech impairment are legally entitled to a telephone subscription for the purpose of sending and receiving text messages at their permanent place of residence. The possibility to use text message services is important in order for the hearing and speech impaired to contact the emergency response centre in emergency situations.
