Guidelines on problems in the functionality and availability of telephone and broadband subscriptions

In Finland, consumers and businesses are entitled to a functioning telephone subscription and to a 2 Mbps broadband subscription at their permanent place of residence or place of business. This is called a universal service. The right does not concern summer houses.

In addition, persons with hearing and speech impairment are entitled to a telephone subscription enabling text messages and to internet access enabling video conference services .
