Barring functions of a telephone subscription

It is possible to set different barring functions in your telephone subscription. These functions enable that the user can take initiative to restrict the use of the telephone and the costs incurred from the use.

FICORA has in its regulation assigned certain numbers to be used in certain types of services. The possibility to set barring functions is based on this classification. The phone user can choose the premium rate services to which making calls or sending text messages is barred. Similarly, it is possible to bar international calls.

There is no charge for the subscriber for using barring services of phone calls and text messages. Instead, the operators can charge for unsubscribing to call barring services.

The operator must provide at least the following barring functions to the user:

Barring category Calls Text messages
P1 bars calls to international numbers -
P2 bars calls to general services, services for consulting and ordering, entertainment services and adult entertainment services bars text messages to and from non-profit services, services for consulting and ordering, entertainment services and adult entertainment services
P3 bars calls to services for consulting and ordering, entertainment services and adult entertainment services bars text messages to and from services for consulting and ordering, entertainment services and adult entertainment services
P4 bars calls to adult entertainment services bars text messages to and from adult entertainment services

In addition to obligatory barring services, operators often provide other possibilities to restrict outgoing or incoming phone calls. Other barring services than those that have been determined as obligatory in legislation can be subject to a fee.

For example, it is possible to bar

  • all outgoing calls
  • outgoing international calls
  • all incoming calls
  • incoming international calls.

Some operators also provide the opportunity to bar the use of data transfer in the subscription. Users can usually manage optional call barring functions themselves.
