FICORA's Data Balance Sheet GDPR and open datasets - a game change

FICORA considers the efficient management and sharing of information to be critical. The lawfulness of data processing of is of utmost importance to the authority: FICORA observes the obligations imposed by legislation and its internal rules in everything it does. FICORA complies with the accountability principle of the General Data Protection Regulation, which takes effect on 25 May 2018. More information is available in the 2017 FICORA Data Balance Sheet.

According to its mission statement, FICORA boldly monitors and promotes communications markets and services, in the interests of the general public, business and industry. FICORA's 2012–2020 strategy aims at a vision which ensures reliable and easy communications for everyone in Finland by 2020.

This vision can be reached by

1. Increasingly diversified communications service provision

2. Improved availability of statutory communications services

3. Improved functional reliability and security of communications networks and services

FICORA collects data to perform its steering and supervisory duties. FICORA is responsible for providing information on the availability, quality and prices of communications services, information security and the technical functionality of communications networks and services.

The GDPR aligns data protection policies across the EU

The new EU General Data Protection Regulation (GDPR) is effective from May 25, 2018. The purpose of the GDPR is to harmonize and update data privacy protection legislation across the EU member states. The Data Balance Sheet explains in detail the requirements imposed by the Regulation and how to prepare for them.

Open datasets provide a foundation for new services

Data capital increases in value through cultivation and sharing. Open data creates new business, research and education opportunities. At the same time, it enables the development of improved services for citizens, supports decision-making and improves the efficiency of government.

The information is also available on the avoindata.fi and liikennelabra.fi portals and in the data catalogue for the administrative sector of the Ministry of Transport and Communications.

Data processing is based on legislation, agreements, information security and risk management

FICORA is bound by legislation and national and international agreements. FICORA discloses data on the basis of the Openness Act and the agreements and codes of conduct concluded by the authority. FICORA is operating on the basis of an information security policy and an information security management system based on the ISO/IEC 27001:2013 standard. Risk management is a key aspect of FICORA’s resource planning system and leadership.

FICORA’s operations are supervised by the Ministry of Transport and Communications and, for example, the Ministry of Finance, the State Treasury and the National Audit Office of Finland.

FICORA's operations are also subject to audits in accordance with the ISO 27001 standard.
