Updated versions of Radio Frequency Regulation 4 and Regulation 15 on licence-exempt radio transmitters released

FICORA's Radio Frequency Regulation 4 and Regulation 15 on collective frequencies for licence-exempt radio transmitters and on their use have been amended. The amendments concern the provision of mobile communication services on board vessels (MCV services) and on board aircraft (MCA services).

From now on, in addition to GSM technology, mobile communication services can also be provided on board vessels and aircraft using UMTS technology in the 2100 MHz band and LTE technology in the 1800 MHz and 2600 MHz bands which enables the provision of mobile broadband services.

For mobile communication services provided on board aircraft (MCA services), the amendments mean that from now on, service providers must only see to that airborne mobile communication systems do not connect to terrestrial UMTS networks. The decision is based on technical reports by the European Conference of Postal and Telecommunications Administrations (CEPT) stating that mobile communication systems using MCA services cannot interfere with terrestrial mobile networks based on other technologies.

Furthermore, the scope of application of Regulation 15 has been amended to also cover radio transmitters with a country code selection feature. Such radio transmitters fall within the scope of application of the Regulation and are exempt from licensing, provided that the selected country is Finland or other specific regional selection covering Finland. Another condition for the exemption from licensing is that the required setting allows the radio transmitter to operate only on the collective frequencies and the technical parameters allocated for the transmitter in the Regulation. The scope of application was extended because radio transmitters with a country code selection feature have become increasingly common in the markets.
