Application period for programming licences in the terrestrial television network extended until 18 April 2016

FICORA has decided to extend the application period for television programming licences by one month. The licence period in question begins in 2017. The Ministry of Transport and Communications has published today a request for comments on the must carry obligation of television programmes.

FICORA is currently accepting applications for programming licences in the terrestrial television network. Operators may apply for programming licences for digital television or radio broadcasting within the broadcasting capacity of multiplexes in the UHF and VHF frequency bands for a ten-year licence period beginning in 2017. The application period was supposed to end on 21 March 2016 but the new closing date is Monday, 18 April 2016 at 16.15.

The Ministry of Transport and Communications’ assessment memorandum sent for comments today proposes that the must carry obligation concerning public interest channels shall not be extended after 31 December 2016. The Finnish Broadcasting Company Ltd., which has a prior right to the transmission capacity, will make decisions on television distribution for the licence period beginning in 2017 shortly. FICORA wants to give operators the opportunity to take the impact of these decisions into account when applying for programming licences.

Despite the extended application period, the aim is to grant the programming licences in summer 2016.
