New FICORA proposal to change the spectrum auction regulationPublished 16.10.2013
In September, FICORA sent the bidders a request for comments on its proposal to change the auction rules*). On the basis of the opinions received, FICORA has decided not to change the auction rules at this stage.
On 14 October 2013, FICORA sent the bidders a new proposal on changing the auction regulation. According to it, FICORA would be in a position to cancel the auction, if there were extremely weighty reasons to assume that the auction did not end within a reasonable time. FICORA suggests that the new regulation enter into force by 15 November 2013. According to the Act on auctioning certain radio frequencies, FICORA may issue further orders on the cancellation of the auction.
FICORA has requested that the comments on the proposal to change the auction regulation are submitted to it by 4 November 2013.
On 19 September 2013, the auction was interrupted due to technical maintenance, because it was no longer possible to guarantee the functionality of the auction system since it had lasted for more than eight months. Once the much needed changes have been made to the system and the auction can be continued reliably, the auction will be resumed in accordance with the current auction regulation and current rules from the situation where it was interrupted. According to information from the provider of the spectrum auction system, it is possible to resume the auction next week.
