National Cyber Security Centre will be opened – strategy can be commented on until 15 January 2014

The National Cyber Security Centre (NCSC) will be opened at the Finnish Communications Regulatory Authority (FICORA) on 1 January 2014. The National Cyber Security Centre reinforces the information security duties that FICORA has handled since 2001. CERT, NCSA and contingency duties will be merged into the National Cyber Security Centre.

The NCSC will be responsible for monitoring phenomena and threats that have effects on information security, collecting information related to information security vulnerabilities and disruptions, assessing information security threats against Finland and the Finns and the effects the threats have as well as processing and communicating information on information security threats to various players.

Players, in turn, use this so-called situation awareness for assessing the effects of vulnerabilities and disruptions on their own activities and for preparing for them. FICORA have an extensive cooperation network with the players in both the private and public sectors for generating awareness information. In addition, citizens are warned and made aware of significant threats. The NCSC is also responsible for security matters related to the data transfer and handling of classified information in electronic communications. National information security obligations include, for example, steering and monitoring of the information security and the preparedness of communications networks, assessment of authorities' information systems and telecommunications arrangements as well as accreditation of inspection bodies. International information security obligations include, for example, accreditation of information systems and cryptographic products processing international classified information.

Among the users of services generated by the NCSC are, for example, telecoms operators, ICT players, companies from the financial sector, players critical to the security of supply such as power companies and the public administration.

Consultation period extended

FICORA has published a strategy for the National Cyber Security Centre on 29 November 2013. Comments on the strategy were requested to be submitted by 31 December 2013. However, the consultation period has been extended to 15 January 2014.

The strategy presents the NCSC's operations and the development of the centre during the coming years.
