Numbering of SMS services

SMS service numbers forward any text messages sent from mobile devices to SMS services. FICORA grants SMS service numbers.

SMS service numbers are applied for from FICORA. Before the number is applied for, the user must indicate how many numbers s/he needs and the content of the service in order that the service can be grouped and numbered according to provisions.

FICORA's Regulation 35 and Teleforum ry give further information on the grouping of services.

Only the right of use is granted to service numbers

FICORA grants the user the right of use to the number only. The granted number is reserved for use in all public mobile networks.

The user must separately agree with the telecom operator on

  • the introduction of the number;
  • the services to be linked to the number; and
  • the opening of the service.

The numbers FICORA grants have 5 or 6 characters

FICORA takes in applications on numbers starting with 12, 13, 16, 17 or 18. Until further notice, numbers starting with 121-126, 131-135, 161-165, 169, 171-173, 177-179 and 181-185 only are granted.

The numbers include five digits, for example 12235. Numbers beginning with 126, 169, 173, 177, 178 and 179 make an exception. They include six digits, for example 126255 and 173031.

Telecom operator-specific numbers

Telecom operator-specific numbers start with the numbers 100 and 140-155. The subscription telecom operator can use them for the services of its customers. FICORA does not grant these numbers.

* Numbers beginning with 169, 177 and 178 may be used only for services falling within the scope of the Finnish payment services act (29/2010).

Revocation of right to use numbers

The right to use numbers can be revoked by sending an informal notification to FICORA. Also, FICORA must be informed of any changes to contact details.

How to apply for SMS service numbers?

SMS service numbers can be applied for by sending e-mail to: lyhytsanoma.numerot(at)ficora.fi or by using electronic application form.

The application must specify

  • the primary and secondary proposal for the number to be applied for;
  • applicant's contact details (name of contact person, phone number and postal address);
  • applicant's business ID and invoicing address of the numbering fee.

FICORA charges an annual fee set by the Ministry of Transport and Communications for granted SMS service numbers.

Provisions

FICORA's Regulation number 32 On numbering in a public telephone network includes provisions on the numbering of SMS service numbers.
