Monitoring of licence terms for television and radio operations

The Finnish Government grants licences for television and radio operations carried out in a terrestrial mass communications network. FICORA grants licences for small-scale television and radio operations lasting no more than three months.

The Finnish Broadcasting Company (YLE) is allowed to carry out television operations without licence in frequencies allocated for it. FICORA must be notified if television and radio operations that does not require a licence is carried out.

Regulations on programme operations may be related to the licence. They may concern

  • the versatility of the programme and the needs of special groups;
  • the regional coverage and visibility of transmissions;
  • the daily broadcasting times; and
  • broadcasting technology and transmission capacity.

FICORA is responsible for the compliance with the licence terms.
